Mr. Carton is the Senior Engineer at Plexus Scientific Corporation, where he has completed major studies on environmental restoration projects for the Department of the Army and facilities management for NASA and the Smithsonian Institution. He has been with Plexus for the past five years, complementing his 46 prior years of experience in construction, maintenance, and facilities operation. He has directed major construction and design programs worldwide and was the senior civilian engineer in the U.S. Army Corps of Engineers (USACE). He has served as an expert witness at more than 400 Congressional hearings on construction budgets, environmental cleanup, and construction cost overruns.

Mr. Carton has directed the design and construction of major multi-billion dollar projects for the Army and Air Force. Similar work has extended to other Federal Agencies and foreign governments, such as the Department of Energy, the FAA, the Kingdom of Saudi Arabia, and the Kuwaiti Government. Carton has supervised as many as 300 civilian and military employees in such endeavors, and has directed $300 million to the Superfund Program for the EPA. Carton has represented the USACE and the Army in negotiations with Congressional leaders, other government agencies, foreign governments, and professional organizations. Carton directed the planning, programming, and budgeting for the Army Military construction program, in which he managed the real property program, including base closures, facilities utilization, family housing, and leasing. Carton has overseen a program for the identification and construction of Civil Defense shelters. He has defended Army programs before the Office of Management and Budget, the Department of Defense, and the Army budget committees. He has managed operations, maintenance, and construction of facilities in a 16-state area.

Mr. Carton's accolades include the following: Meritorious Executive, Presidential Rank, 1981, 1986; Civilian of the Year, U.S. Army Corps of Engineers, 1986; Commander's Award for Civilian Service, 1984, 1992; Meritorious Civilian Service Award, 1980, 1992; Superior civilian Service Award, 1992; Distinguished Executive, Presidential Rank, 1993; Exceptional Civilian Service Award, 1995; Fellow, American Society of Civil Engineers.

Mr. Carton received his B.S. in Civil Engineering in 1948 and his M.L.A. in 1965. He is a graduate of the Industrial College of the Armed Forces.
