Mr. Lumpkin is the Owner and Chief Executive Officer of Plexus Scientific Corporation, a knowledge-based company consisting of five service areas that work to find innovative and efficient solutions for federal business clients. A Chicago, Illinois native, Mr. Lumpkin worked his way through college and received his B.Sc. from the University of Illinois, College of Business Administration majoring in Decision Science with a minor in Economics. Mr. Lumpkin is also a graduate of the Harvard University Graduate School of Business, Owner/President Management Program. Mr. Lumpkin has taken his own company, Plexus Scientific, from start-up to a recognized technology leader in the Department of Defense environmental technology market, growing at over 100% each year since 1992. Mr. Lumpkin served as a consultant to the Army Science Board from 1999 to 2002.

Mr. Lumpkin has over 20 years professional experience, 15 years of that in the management of scientific/engineering companies serving both federal and commercial R&D clients. Mr. Lumpkin's professional experience includes both start-up and turn-around projects for both large and small businesses. He has successfully developed business operations from scratch, including marketing, human resources, technical and administration. He implemented management control systems for executive decision-making as well as project level cost tracking systems. Mr. Lumpkin's expertise currently referred to as organizational policy and re-engineering, has grown out of projects completed over the past 15 years. This experience began in 1982-1983 with the redesign and implementation of a new technical training program for Computer Sciences Corporation's Infonet Division, a $120 million dollar operating component. Since then Mr. Lumpkin has participated in or directed organization restructuring including the conversion of a national customer service organization for a 13.0 million dollar company and acquisition and merger of a $5.0 million dollar stand-alone operation into a $70.0 million dollar parent company. Mr. Lumpkin also directed the start-up of a completely new division for a $7.5 million dollar company (including product design, development, field service and support); licensing and acquisition of knowledge based technology; and introduction of numerous new products. As the Chief Executive Officer of Plexus, Mr. Lumpkin has been principally involved in the operations, financing, marketing and recruiting necessary to grow an engineering services company. His project accomplishments include development of materials for environmental training for the Corps of Engineers, contract acquisition and negotiation to perform a remedial action for the U.S. Army, as well as authoring environmental policy papers. In addition to his direct project contributions to Plexus, Mr. Lumpkin has participated on numerous panel discussions, including the first Private/Public Partnering Agreement negotiated between the Army Corps of Engineers and the Hazardous Waste Action Coalition and served on the Policy Committee of the National Association of Environmental Professionals.
