This project proposes to utilize the internet (worldwide web) to allow U.S. port officials to perform a real-time interactive risk assessment of commercial ships while they are still at sea. The U.S. port officials would interview key shipping officials, including the Company Security Officer and the Ship Security Officer, about the safety and sea-worthiness of the ship, its crew and its cargo. This web-based interview presents legitimate shipping companies with the opportunity to distinguish themselves and be rewarded for their openness by being given access to a "green lane" into the U.S. seaport.
